Tax adding to product prices

I have configured my client's store to tax goods for NC customers, since that's where he's located. When I set the products to be Taxable Goods, the prices all change on the storefront, so I set them to --none-- but then no tax was being charged to NC residents. So, I went through and redid the whole tax setup and then I had to "associate products," which then changed the prices again. This seems to show only for people registered with an NC address. Everyone else will see the real price, but it's still unnecessary and bothersome and basically just not accurate.

 

I don't want the price of a $15.00 item to show as $16.01 or whatever. I want it to show as $15.00 regardless of who is looking at it.

 

How do I tell the store to add tax LATER when the customer checks out? Is there a setting I missed? Any help would be nice. Thank you. : )
