OK here is what happened..

A customer from Virgin Islands (US) tried to check out and got that errror, then emailed me.. I went into her account (using master password) and I saw the same thing..

2147219080 - Missing value for Country.

So now to double check I looked at the Recover carts report, picked the first email listed there and tried to check out with that one.. there was a slightly different response, but no prices from USPS and I panicked and posted.. Turns out that 2nd customer put her City in the zipcode box and state in both the City & State boxes.. THATS why USPS had a fit on that one..

So the issue is the fact that USPS can not properly delegate shipping to the US VI.. Looking at the usps.php file, British Vi is listed but not US VI..

Doing some research and googling and while I found other people with the same problem, no set solution, as a matter of fact no real answer at all..

Am I missing something here??

I found the following information that may help you out:

U.S. Virgin Islands uses five-digit postal codes from the U.S. system. They all begin with 008. The district is determined by the fourth digit.

I'm not certain who maintains the usps.php file you have...

Yes I am aware of the zipcode and I maintain the site and server.. seems to me its some issue of the way osc talks to USPS when determining the shipping costs..
