Chinese Language

I was wondering do i have to insert into MySQL to use the contributions for chinese language packages.

 

Also i am looking for suggestions. i receive product images in chinese with the file name containing the description of the product saved in jpeg. I spend enormous time renaming file then translating description individual manually. This is time consuming and would like to know if there is away to go around this process. I would prefer to upload the image as it was sent to me, however my site does not recognize the characters.

 

Any advice would be appreciated. Thank you in advance.
