Authorize.net not working with Godaddy server

I have installed Authorize.net (AIM) several times without a problem but this time it was on a Godaddy server. I put in the proxy cURL but get this error message:

 

Tax is required. - Your credit card could not be authorized for this reason. Please correct any information and try again or contact us for further assistance.

 

What could be causing this error? I've never seen it before, what does the tax have to do with it? Does anyone know how to fix this?
