controlling the amount a customer can order by day / week and month

I am trying to get a contract with the administration of Spain. One the things I need to have is a way to order by web. So I thought that osCommerce could help me.

 

Then I don’t need a module to pay but I need a module that can control how much the customer is ordering by day / week and month.

 

Do you know any module add-on that could help me?
