Shipping not calculated when customer doesn't have a PayPal account

My site uses PayPal for payment and recently we've had a few orders where the customers don't have a billing or shipping address which is causing problems with the calculation of postage. What I'd like to know is how these orders are being created and how to stop them completing the order without entering a valid billing/shipping address. I don't know if I'm correct in assuming this but one of the customers mentioned he didn't have a PayPal account so I wondered if it was because he was paying using a credit card directly in PayPal. We've not had many but it can be a bit awkward telling the customer about this and trying to get them to pay the postage. If anyone has any ideas how to resolve this problem I would be most grateful.

Look generally if a customer deletes his address thru my account edit after placing order this might happen.
