Admin Payment Modules not showing

I recently upgraded to RC2 and now when I go into Admin and click on Modules the only items displayed are "Authorize.net", "Authorize.net Credit Card AIM", and "Authorize.net Credit Card SIM". There is nothing on the right hand side to edit, install, delete, or anything else. I have compared my updated files to the full version downloaded from the web site and cannot find the problem. My checkout is still correct but I cannot change or add any forms of payment. Does anyone have any idea why this is happening?
