Different shipping prices per product per zone?

I have a client that has asked me to modify their oscommerce site.

 

They have a range of products that they want to offer free shipping on, they are not all from one manufacturer or in one category - this needs to be set on an as needed basis.

 

The free shipping must only effect a single zone (UK) and not other zones (europe & rest of the world).

 

Postage is also being calculated by weight - so the weight can't be fiddled with, and it also effects all zones.

 

I've tried a couple of the most suitable addons that I could find, but failed to get them working as they seemed quite old & seemed to be written for older versions of OSCommerce....but I will keep trying.

 

Has anyone got any ideas about how to best implement this functionality?

 

I'm ok with delving into php & mysql - but would obviously prefer a premade solution.
