Emails are being even after deselecting 'Notify Customer'

When I update a customer's order...with no comments added...let's just say I change their status from 'Pending' to 'Processing'. I deselect the Notify Customer and Append Comments boxes before hitting the Update button.

 

Customers are getting an email anyway.

 

Is this a bug? I've Googled a bit and have found nothing about it. It's noticeable that after updating their order status...when the screen reloads...the Notify Customer and Append Comments boxes are selected again. I know they're getting emails...when I intend for them NOT to...because of an exchange I had with a buyer this evening.

 

The 'Customer Notified' field in their order has a big red X in it...meaning, they were not notified...but, they WERE.

 

I'm using OSC 2.2-MS2 if that helps.

 

How to fix this?
