Multiple Accounts per customer

Hi guys, I have looked everywhere to find something I can use to do this, but to no avail.

 

Basically what I want to achieve:

Regional managers can order for several sites within their region.

Each site has an account with a set balance.

 

I have set up the account balance for individual accounts (sites) with no problem, what I want to do now is allow the regional managers access to all of their site accounts through a single login, rather than logging in for each site individually.

 

Anyone know if this is possible and how to go about it?
