Remove Payment and Shipping from Store

Is there any way of removing shipping and payment options?

 

The client would like the ability for the user to add products to their cart the instead of a traditional checkout they would send their order in and the store owner would then contact the user with regards to Shipping and Payment.

 

In a nutshell they want to use oscommerce as a store front without the ability to sell online, just the ability to send orders.
