Copy live site to development site - what's the best practices?

I have a “live” website with several contributions installed and would like to copy the entire site over to a hosted development site which I have created to add and test future contribution installs, etc... Any ideas, suggestions or best practices on how to do this?

 

FYI, I have a clean install of OS on the dev site.

thru phpmyadmin run query to dump data.

 

Modify configure.php of admin and user both.
