With the standard install of OSC I got mine centered by changing the header.php file in the includes directory. I also removed the default OSC image links in the header area to make room for the top image to center.

<table border="0" width="100%" cellspacing="0" cellpadding="0">

<tr class="header">

<td valign="middle"><center><?php echo '<a href="' . tep_href_link(FILENAME_DEFAULT) . '">' . tep_image(DIR_WS_IMAGES . 'oscommerce.gif', 'DFW Products') . '</a>'; ?></td>

I added the bold text using a simple code to center an image, worked great for me. Good luck

just know that it will never center unless you completely get rid of the little images on the right OR you can move them to their own row.. otherwise it will always be off to the left a little
