Z?ones

I've noticed that there are some zone names with a " ? " in them ( using the control panel to view zones )

ex.

K?rnten Austria

 

this is causing my check out page to throw an error " Please select a state from the States pull down menu. "

does anyone know if the "?" is needed for that zone? or is it causing it to throw the error.

If you google rnten Austria you will see that it is a german character.
