You need to create a blank database from hosting panel in godaddy first, that will give you the details required for the install wizard.

Are you installing a new site, or changing your host?

Did you get the server and database/username from the godaddy panel, after your new database was setup?

You are likely attempting to connect to the osCommerce default of 'localhost' - GoDaddy does not use this. Change this to use the database server definded by godaddy.

To do this - click on edit for your database - you will see a server name (should be long.........) Use this instead of local host and you should be set.
