Shipping Cost Estimater before Add into Cart?

Hi,

 

I know there are 2 shipping cost estimator but the approach is all after added into the cart.

 

Is there a Shipping Cost Estimater before Add into Cart? Where customer just need to enter the state & country to estimate the shipping cost, before they decide to buy or not to buy??

 

Of Course the shipping option is at configured in Admin, the weight is as determined in product admin..etc.
