Comment box squashed after payment is made

Hi

 

I did a test payment today and after the Paypal payment is sent you get checkout_confirmation.php which is suppose to have a comments box but the only problem is the box has height but the width is squashed.

 

The code for the comments box I have is:

Please can someone suggest how I can make the comments box not collapse?
