Question about languages

Hey, new user here :D

I am currently working on an online boutique which has to be in both french and english. The french side is being really picky with the way they want the currency notated. For example:

If an item is $19.99, it has to be written like 19,99$.

If it is $19.00 it has to be 19$.

I've been diving through the code and looking for some way to change this, but I don't know where to start, I'm a PHP beginner so I don't know very much at all. If anyone can help me on this I would GREATLY appreciate it. It's been killing me for a while now.

You do not need to know PHP to do this. Just go to Admin > Localization > Currencies and make the proper entries for the French currency.
