Subcategories not showing on main catalog page

(Preface--our database was created using EasyPopulate, which also created the categories as the data was imported)

Problem: Subcategories show up under the parent category just fine in the left menu. Click on the parent, and only some of the category pages are showing the images and text links for the all subcategories. Other category links don't display this as they should.

If I create a new category with subcategories, it works.

If I compare how the "working" categories>subcategories are set up with the "non-working" ones in the admin panel, they are both set up exactly the same.

OK, I searched for 2 hours trying to find this in the forum, so is that enough? OK to ask now?

This is strange. If I move a subcategory that is not showing to another category it will then show in that category. If I move it back it doesn't show.

I really don't want to create new categories and move things around because there are links pointing in and I don't want to break them. Plus one of the offending categories is the top level category.

Any ideas on how to fix?

Finally I realized what it is.

It won't show both categories and products together. If I put a product in the main category then the subcats don't show. I suppose this is by design?
