Run & new Theam for ocCommerce 2.2

I download the ocCommerce 2.2 and I have the following questions please.

 

1- Is there is a way to change the design on the default ( I am using Dreamweaver ), How ?

2- what do I need to run it in my local system ?

Because I would like to do the modification in my local system then upload it in the host server.
