Still if you are determined to do it create a file called swedish.php in /includes/languages. Create a directory called /includes/languages/swedish containing all the files and directories in /includes/languages/english create a file called swedish.php in /includes/languages. Create a directory called admin/includes/languages/swedish containing all the files and directories in admin/includes/languages/english Translate all these.
