Confusing Paypal problem

If anyone could give me any clues as to why this is happening or ideas as to what the problem is or where it is I would be very grateful.

 

I have added the paypal standard payment option entered the relevant information in the admin area.

 

The problem is that when I click the confirm order button I get sent to paypal OK with an error that the page can not be found.

 

I went back to the cart went thru to confirm order again but this time I looked at the source for the page and copied the html for the checkout_confirmation form and pasted this into a blank html document to make a page with just that 1 button on it, and that worked ok it sent me to paypal had the order info, total etc.

 

I am now completely confused as to why it works OK when I do that but not when I click the button on the checkout_confirmation page of my shopping cart.

 

Please any help would be much appreciated.
