Per Item scaled rate?

I am looking for an addon that will allow me to set a scaled shipping rate dependent on number of items.

 

for example:

1 item = $5

2 items = $7

>3 items = $10

 

also, is osc having a glitch today? I didn't see anything in announcements, but the only subdomains I can access are demo and forums. WWW and all other subdomains are throwing me a 403 this afternoon, so right now I can only search for this mystical shipping addon via google (no luck so far) :(
