Local and International Shipping (with and without Tax)

Please help how do I solve this problem.

 

 

I have canadapost working, I have retail and wholesale products online. I offer no other shipping module but canadapost. My problem is, when I ship items locally in canada, taxes apply. For International shipping, no taxes should apply. Whats happenning right now is, taxes are always calculated regardless if local or international as i have added a tax class to my canadapost shipping module. Obviously it works for local bu not international. How do I exempt international shipping from taxes considering that im only offering canadapost for shipping.
