Download in Configuration Missing

I have a problem that I can't seem to find an answer to anywhere. I have been running without problems an older version of OSC. I recently rebuilt (I wanted a lot of changes and add-ons and it seemed easier to start over with the updated version. Everything works great EXCEPT when I try to add a new product, my products are all downloadable, I get this error:

 

1136 - Column count doesn't match value count at row 1

 

insert into products_attributes values (null, '368', '1', '1', '0', '+')

After reading this thread, I realized I don't have a "download" control in admin under configuration (or anywhere else for that matter). Does anyone have any ideas why or how to fix? I overwrote and reuploaded the configuration files. Still nothing.

 

My products that I migrated from the old OSC are fine and when ordered, everything is great.
