Shipping price question

How can I set a base price for shipping to $5 and then add $1 per item after that?

In the Per Item shipping module set the Handling Fee to $5 and add $1 per item.

 

Just make sure that if you get an order for overseas the shipping costs won't break you, especially if you have customs paperwork, etc to do also.

That works, is there any way to prevent an overseas order from doing that or set different prices for different states/countrys? Also, thank you for your help.

If you don't want to ship to a country just delete it from osc (that will delete it for purchasing/shipping). If you want to set different prices for countries / regions then use a table based shipping module and set the prices accordingly (same way as the other module but more options). With a table based shipping module you will need to set it up for different regions, etc. which is a bit of a learning curve.
