That's just basic HTML coding with a table structure.

 

When you visit the web site, click on your menu bar (if using IE) View > Source. Scroll near the bottom and you'll see how it's done.

Almost.

 

You should generate the links using the tep_href_link() function, in order to ensure the correct link generation (vital if someone visits your site with cookies disabled).

 

You can see the html as jhande suggested, but when you see a <a href="some_page"> you must generate the some_page text using the tep_href_link() function.
