No Discount going to PayPal

In OSC this contribution appears to be working fine. At checkout_confirmation.php all is calculating the way it's supposed to. But when I click on the Confirm Order button to go to PayPal, the discount amount (and the sales tax that goes with it) disappears and only the full price shows in PayPal. I have no idea where to look. Does anyone know how to fix this?
