How do I determine if I need to use the upgrade-22rc1.html before the upgrade.html?

The changes recommended in (update-20060817.txt) appear to be in place but

Right sided code from (upgrade-22rc1.html) reads

$Id: upgrade-22rc1.html 1820 2008-01-15 09:37:48Z hpdl $

Whilst the files I am working with read

$Id: compatibility.php,v 1.19 2003/04/09 16:12:54 project3000 Exp $

And the File: catalog/includes/functions/sessions.php are completely different this is very confusing.

If I cant resolve this I am not going to be able to continue please is there anyone here who can help explain this.
