USPS bug?

Here is the real behavior: user could select any of the USPS shipping methods on the menu. Then I continued with the order. On the statement listing the shipping amount, it always came up the first one.

 

Now, If I selected any of the UPS methods, it would be correct on the statement later in the shopping sequence.
