Required to create 2 accounts (one by GC and one using PayPal)

When a customer goes to the catalogue, s/he can place an order using Google Checkout without creating an account in OSC. GC is then feeding back customer data and auto creates an account in OSC. When the customer then access the catalogue again, and s/he wants to use PayPal (I have made available PayPal and GC as payment options), an account mus be created. If the customer use the same e-mail as with GC earlier, s/he is not able to create an account with the same e-mail, hence s/he must create a new account. The customer now has 2 accounts in OSC, one for PayPal and one created by GC earlier. Is this expected behaviour? Any way a customer can use his/her account created by GC in OSC to make purchase using PayPal?

i'm assuming the best thing to do would be to automate an email with their username and password that GC creates for them and have it sent to them when they check out the first time.
