Quesiton on UPS weight calculations for OSx

Ok, my Package Tare weight is 3 lbs.

my "larger package increase is" 10 %

 

But my item was entered as 1 lb.

But the shopping cart showed it as the following

UPS GND 1 x 1.1: $7.34

 

Why did it at the 10% on to the weight. This is NOT a large package.
