2.2rc2a Affiliate Module

Ok I am a weeeee bit confused

 

For osc 2.2rc2a under Configuration the Affiliate Program mod seems to be available and ready to roll but there is no evidence of it on the site itself.

 

Now is this "Affiliate Program" link a shell and I have to load the files or do I have to start placing code in the temps so it shows up?

 

Someone please share their wisdom in this matter
