usps charging 3X what it should

I installed USPS, it is on a production server, Handling Fee set to 0, Tare weight set to 0, Larger Packages - percentage increase set to 0.

 

An item set to 1.15lbs give a priority shipping price of $5.80 but when you continue to the checkout_confirmation page it shows the shipping price as $16.70.

 

Does anyone have any idea on why this is and how to fix it?

OK, it is not charging 3X it is defaulting to EXPRESS shipping regardless of the option selected. Any ideas?
