It's always useful to develop offline then transfer to your hosting server.

 

Assuming you're using Windows and haven't attempted a MySQL / PHP / Apache installation before (this is probably not a newbie undertaking), I suggest you try XAMPP:

 

http://www.apachefriends.org/en/xampp.html

 

This will install a fully functioning development environment, including phpMyAdmin, a PHP web application to allow you to maintain your MySQL database.

Once you have installed it make sure it is running version 5 not 4 amd you host is running v5. It is an option from the xampp admin page so not difficult.
