is your mysql ip address correct? some webservers have mysql on a different server with different ip address for from the webserver ip.

if mysql and webserver on the same ip, u can use localhost for database server. if you still get error, then definetly it's an error with username and pass. no other way.

do change ur username and pass for your database and avoid giving such sensitive information on forum for your safety. Giving such information on forum, you are exposing your website for high security risk.

BTW, see my answers in the above reply

use

define('DB_SERVER', 'dibsolution.com'); // eg, localhost - should not be empty for productive servers

note: no 'http://' prefix. mysql does not use the http protocol to talk to the mysql server.

i hope that helps.
