Looking for semi-automatic order entry contrib

After searching through the site forums my eyes are starting to cross. I might be missing it, but bear with me.

 

I need a site/contrib that does the following (understanding that some additional programming might be required):

 

Allow a customer to sign up for service (recurring monthly) based on a tier price plan. Pushes the user name, password, and tier-level to another database. Then on a monthly basis pulls the user name and usage information, matches it to the customer info, and invoices the customer.

 

I understand that recurring billing usually resides on the payment gateway, but the invoice price can change from month to month based on usage so the monthly bill will not alway be the same (recurring, but not fixed).

 

Later the solution would be expanded to invoice other services as well. I briefly looked at osFinancials, but am not sure it could fit, and we are entrenched into quickbooks right now.

 

I guess that the trick is that we want to bill services with online payment/invoicing options without using the quickbooks payment gateway.
