Error: set the right user pemisions, can anyone help?

Evertime i try to edit any of my pages , this message appears at the top of the page.help please (I can not write to this file. Please set the right user pemisions)

Which OS: Windows / Unix?

Which osC Version: 2.1 / 2.2?

What is the exact error?

 

In any case setting permissions in linux / unix is done with 'chmod'

and in windows by right clicking and unticking the read-only.
