For orders placed to the United States, I'd like the shipping to be free. 2. For others placed to anywhere outside the US, I'd like the shipping to be $5 for the first item, $2.50 for each subsequent item. Set this to work in USA only. Test it works. Duplicate all the files required for method1 in their current directory calling them method 2.php. Think this is /includes/modules/shipping/item.php & /includes/languages/shipping/item.php Look inside each one to edit it so references to item shipping refer to ROW shipping. Go to admin area and activate it and off you go.
