discount to specific customer

Hi, I'm new to oscommerce. I have some questions.

 

How can make discounts to specific customers. For example Mr. X is going to have a %15 discount for laptop computers and Mr. Y will have %10 discount for LCD TVs?

 

Second question is let's say a customer makes an order with more than 100$ then he must pay the total amount. If the order is more than 100 dollar he doesn't have to pay, he'll wait for his orders to arrive and then he'll pay. So basically what I need is a price barrier to separate the order type.
