Crazy USPS rate below .37 lbs. using Carrier Calc. Shipp'g

I am only using USPS shipping with Google checkout (check-money order is used on site). When I run a transaction in sandbox the rates are crazy:

 

Products at .37 lb. shipping show a charge of $4.78, and this holds true for everything below .37! I figured out that this is equal to the P.O. rate of 2.13 for basic shipping + 1.00 I added on as "Fix" + 1.65 for insurance.

 

Products at .38 lb. and everything over go through at the 2.13 basic shipping + my 1.00 "Fix", so that .38 and over = $3.13!

 

I am using Carrier Calculated shipping. I checked my Google "Payment" section in Admin and there is no area for insurance. I checked my files in catalog/googlecheckout and none include the word "insurance" when I searched them.

 

I would PREFER the insurance on all, but can revise pricing with it off if I had to--I just need a consistent method. (Priority Mail isn't showing as an option either, but I can live without it.)
