If your web host provides mysql, you should have access to phpmyadmin that you can use to create the database. No mysql, then no osc, and you will need a new webhost.

I figured out that i need phpmyadmin and put it up set it, but now i have another problem... it says in myadmin that i dont have rights to install a database... even thoe i set evrything to 777 :( anyone have an idea?

You need to ask your webhost why you do not have permission to vreate a database. Nothing to do with file permissions.
