Shipping Calculation Problem

When a customer is placing an order, my Delivery Information page displays UPS shipping options (Ground, 3 day, 2 day, Next Day) with the correct costs for each. The customer selects one then clicks on the continue button which takes them to the Payment Info page. Paypal is the only payment method we accept right now, so they click continue again and are taken to the Confirmation Page. When they get to this page, the shipping amount has increased by roughly 4%. A lot of customers actually continue anyway, but I would like to try and fix this for those customers who get scared off by an increased shipping charge. Are there any ideas where this increase might be coming from and how I can either get rid of it, or put a disclaimer that a "Handling" charge will be applied to shipping costs. In the latter case, at least there will be some sort of explanation...although getting rid of the increase altogether is preferred.
