State not obligatory

Hi all,

 

I do a lot of business with people from everywhere in the world and I don't want to lose customers because of the State field in the customer registration.

 

I have 2 questions:

 

1. Can I make the field "State" optionnal ?

 

2. Does every country has states or some don't ???
