Shipping Outside Uk (ROI)

Hi

 

My customer has opened an account with me and wants to order something but when it comes to paying there are no payment options for him (ie Credit Card, Paypal options dont show up). Is this because he lives in ROI and my store is perhaps set up for shipping in the UK only because it works properly for everyone else in the UK but he lives in Ireland and cant get past the payment stage.

 

Can anyone tell me how to change my setting to allow shipping to both UK and oustide UK ie ROI
