Missing Orders

Do order numbers get generated before orders are actually completed in version 2.2 RC2a? I'm asking because we are looking through our orders and seeing there are many missing over the last few weeks. Out of 375 orders, it appears that over 20 of them aren't in the list of orders. We went back and checked PayPal to see if we had payments from people that may not necessarily have returned to the store or closed their browser before PayPal sent them back. We use PayPal Standard.

 

Now we have to check Authorize.net to make sure there aren't orphan customers there, either. I'm suspecting there aren't orphans there.
