registration process requires 2 goes to complete

I was wondering if someone can tell me how I can fix this or if I need to used some module to fix the problem -

When a person registers to be member of my site. They have to go through the process twice. On the first go they fillout everything press continue and then the page refreshes and tells them to select your state (a drop drop down menue now appears (which was not there the first time).

This is quite annoying. Is there a way 1) disable the refresh and state pull down menue from being needed, but keep the country pull down menue or 2) select country first and then the state pull down is created - without the whole page being refreshed once you press continue.

There's a really old contrib by a great coder Steve Lionel (stevel) called country state selector.

 

It may be old but it's as good as the day coded.
