Local pick up for selected customers or free shipping for selected customers

I think this contribution sort of does what I want, but not really customer discount

 

So what I want to do is:

 

1. offer local pick up to selected customers, not all local people, only the ones I trust to come to my house (since I do not have a shop front)

 

2. offer some customers a permanent discount on all items, but not on shipping.

 

3. offer some customers a permanent discount plus free shipping or discounted shipping

 

What contribution or addon is going to let me do this?

I worked out the customer discount thing.

 

All I need to work out is how to offer free shipping/local pick up for selected customers. Being a young mum with a bub at home, I dont want to allow just anyone to come to my house. This will work for local people who have made a few orders or for local businesses who I will deliver to free of charge.

 

Anyone got any ideas???? I have looked all over the place, can't find it. Please help me.
