Pricing taxable goods ?

Hello,

 

For some unknown reason to me, I am unable to get the correct price to be consistent throughout oscommerce rc2a for lets say $9.99 which is a taxable good that always shows up as $9.22.

 

Does anybody know how i go about fixing this issue?
