flat rate shipping

is there a way to offer flat rate for orders up to a set max weight? for example, i want to use a flat rate on all orders up to 25 lbs. beyond that weight, i don't want the flat rate to show up as an option at all. i want them to have to use other shipping options after 25 lbs.

 

I tried the USPS Priority Mail Flat Rate Shipping contrib

but it toggles between two flat rates based on a threshold shipping weight.

 

 

i also need to add a custom freight shipping option if anyone has tips on that...
